What is the name of this green grasshopper and is it laying eggs??

Scudderia
This is a species of Scudder's Bush Katydid (Genus Scudderia). There are a number of species in your area and only the males are reliably distinguishable. This is one of the only pictures I have seen of egg laying,very nice picture.

 
Not spermatophore?
It reminds me of an image of a female with a spermatophore left by the male, here.
