In flagrante delicto, in the library parking lot, in leaf litter, this mating pair (red-shouldered bugs?)was observed by a pair of voyeurs - yours truly and another male bug. From the lack of full wings, the large female appears to be an immature. Is this a case of nymphophelia?

Yep, Jadera haematoloma
Some are evidently short-winged as adults. There are a number of examples in the Guide:
