Unknown Egg case - Stagmomantis carolina

Size: ~20mm
Found attached to top 1/3 of a Black Needle Rush stem in the saltmarsh. Appears to have hatched its contents or been predated. The case is approximately 20mm long. I have no idea as to the insect order this may belong to, some help in this direction would be much appreciated.
