Common Scorpionflies (Panorpidae) » Panorpa - Panorpa subfurcata - Male

This is the second scorpionfly from this location in Vermont I have submitted. This is different than the first one ( very different wing pattern ) which was identified down to the genus level. Can this be identified down to the species level ? Thanks for the help.
