I thought these looked like cynipids but they are ovipositing on something in the fungus. Hum?
But I see from BG Info that figitids look similar and are parasitoids of flies.
Perhaps that's what they are.

The scutellar plate and smooth mesoscutum are suggestive for this group. Some fly hosts are associated with fungi and mushrooms - see Charley's post here.

I think it is so fascinating how wasps can pick up chemical/whatever clues as to exactly where to oviposit to hit their exact target. Or how they pick up on plant clues to find the leaf miner.
