When I read the (only) brief description of this species, I thought there must have been some kind of mistake. When it came to illustrating it, I gave only a subtle indication of hairs. Had no idea it would be like this!

This one is not native to the US
Apparently imported from Africa in the 1900s. But yes, the US Exochomus are oddballs in general.

Not a Scymnine
Note the characteristic shape with wide shoulders (of Chilocorinae) that are separate from the pronotum margin, as well as the highly recurved pronotum shape. You would also not find that underside pattern, or those bright pronotum markings, on Zagloba ornata.
Zagloba are fairly uniformly oval and the elytra and pronotum are smoothly transitioned. Here is an excellent photo already on bugguide demonstrated these points:
