Small wasp on Spring Island - Parancistrocerus perennis

Small wasp on Spring Island - Parancistrocerus perennis
Spring Island, Okatie, Beaufort County, South Carolina, USA
March 1, 2017
Size: 1cm
Looks like it could be Gorytina haplisoides, but I'd appreciate an expert's opinion.

Moved
Moved from Potter and Mason Wasps. Individuals with red on tergum 1 are found occasionally as far north as Ontario.

Female
Note, she has mites at the base of the second abdominal segment.
This looks like a female Parancistrocerus perennis, but hold on for an expert opinion.

Moved
Moved from ID Request.

Longitudinally folded wings = Vespidae.
