Wasp-like with green eyes on rosemary flowers - Nomada - Male

Size: ~11mm body
Only individual present on a rosemary bush otherwise busy with bees... never noticed eyes this color on a wasp, could it be a nomad bee? Sorry, this was the only shot I could get before it vanished.
