I don't know for sure, but I'm guessing this is a male...from what appear to be small "clasper-like" terminalia.

If so it seems to go to Thereva comata in Cole's 1923 key for Thereva. Cole's discussion of T. comata is on his page 110, and it's variously depicted Plate 10, fig. 131; Plate 11, fig. 151; and Plate 12, fig. 161.

The images in the thumbs below are from the same time/place/population, and I'm thinking they're also T. comata:
