Pests on cruciferous veggies - Brevicoryne brassicae

The cruciferous veggies (Brussels sprouts, kale sprouts) in my garden are infested with these pests. I'd like to know what they are. I'm especially interested in figuring out (a) whether a neem oil and soap solution will control them, and (b) will they attack plants other than my cruciferous vegetables. (I'm soon going to be planting tomato seedlings, and I want to know whether these bugs will go after them.)

Family Aphididae
Aphids can be killed with a dilution of 1 tsp liquid dish soap / 1 quart water. Spray infected plant.
