Gender?
Are you sure that this is a male?
This female Parasitic Wasp (below) has 11 flagelomeres, for some reason and she has wings and legs that looks similar. Your's could still be a male and I'm not sure that they are closely related.
Vanhornia eucnemidarum: ♀ ...OK, I will check around some more.

I have seen these images. I would need to see a view of a forewing to confirm an ID.

possible ovipositor?
In the last picture of the series, you can barely make out (due to blurriness) what appears to be a long thin orangish ovipositor curving down from the terminus toward the wood. Might have been ovipositing or probing in that shot.
