Sympetrum?
Given that this is in fact in genus Sympetrum, I would guess that this is a male Autumn Meadowhawk.

 
Difficult to see clearly,
but we would say this looks more like a female set of terminal appendages, and the black legs definitely say no to Autumn Meadowhawk. So we would suggest a female of obtrusum or rubicundulum or one of the others that all look like this. It will be interesting to see what some of the Odonate specialists say when the see this.
