Sorry for the poor quality. I didn't realize I had even captured insects until I went to develop the pictures. The plant is Quercus macrocarpa. There are about a dozen of these galls on the small tree.

Neither of these are gall wasps
The one on the right looks like a eurytomid. I'm less sure about the one on the left, but it might be a eulophid.

.. that the one on the right is a eurytomid. IDing the other one would be extremely difficult.

Black one is Eurytoma, Yellow
Black one is Eurytoma, Yellow one is Sycophila, they are attacking a Dryocosmus gall.

When you say attacking, what do you mean? The gall was identified elsewhere as Andricus quercuspetiolicola.
