American sycamore is not a right host for Tuberolachnus salignus. This species lives on willows. These aphids are Longistigma caryae.

Aphids.
These are aphids. Pretty distinctive coloration, and knowing the host tree helps, too. Someone should be able to give a species ID at some point.
