I presume this is a mayfly and egg mass? Is it normal for this bug to carry it's eggs like this?

You presume correctly. Your photo would appear to be of an Isonychia female imago, which would customarily deposit her eggs while in flight by repeated dipping her abdomen to contact the water's surface.
