Euodyneras megaera? - Cerceris fumipennis

Euodyneras megaera? - Cerceris fumipennis
Newton , Baker County, Georgia, USA
April 21, 2017
Size: 11-12mm
This one had a missing forewing and also had a white face (male?)

Moved
Moved from ID Request.

Note, the undulate outline of the abdomen and the wings are un-folded, at rest, which rules out most of the Vespid Wasps.
I'm not sure of the gender.
