Male
The spiracle looks to be pale or white and the eye facets are of uniform size. I think that this is a male Chrysomya rufifacies, but I'm not sure why John suggested C. megacephala, which always seems to have lighter (or brighter) red colored eyes, in both genders.

I think this is a discolored or teneral male Chrysomya megacephala.

I am a true amateur at ID's. Does that mean that it had recently undergone its final molt ? It did not attempt to fly away and I could get as close as I wanted. Perhaps it was drying out its wings ?
