Band-winged Meadowhawk
Looks more like a Band-winged Meadowhawk to me. It has the black markings on the side of the abdomen and the large amber area at the base of the wings. Also, it lacks the yellow-orange color on the leading edges of the wings that the Golden-winged Skimmer has.
