Don't know what they would be doing on spruce. Maybe we should be looking at Panthea or some such?

These do not look the same to me and I know nothing about Pantheas.
Not much information on the host for most of the Gloverias. Hopefully Dave Wagner's new book will shed some light on that. I have no idea what the caterpillars should look like for the far West Gloverias.

Looks like Gloveria sp.
I wonder if it might be Gloveria sphingiformis.
Gloveria gargamelle is a summer moth with eggs hatching in late summer. By April, when this image was taken, the larvae are huge, 50-70 mm. The G. sphingiformis moth images on BugGuide were photographed in April. Also G. sphingiformis is a smaller moth with presumably smaller eggs and hatchlings. I wouldn't characterize G. gargamelle hatchlings as very tiny, but of course tiny is relative. When in doubt, rear it out.
