Following the MND key (1), this one appears to be something in Cecidomyiinae. I think there are 12 flagellomeres and following the key appears to lead to Lasiopteridi and then to Ledomyini. I can’t say I have much faith in that beyond Cecidomyiinae.

Reminds me of Monarthropalpus flavus, which breeds in boxwood.

 
I found where
I went wrong in the key (dumb mistake) but it looks like it would require excellent photos of the tarsal claws to get the one beyond supertribe.

 
Palps
An unusual, but not unique, character of Monarthropalpus is the single-segmented palp.

I'll try to figure out where I went wrong in the key. I would not be surprised if there was boxwood nearby
