Monarthropalpus flavus (Cecidomyiidae)
This female appears to be the Box Wood gall midge, Monarthropalpus flavus. You can see the chitinous ovipositor that curls up at the end of the abdomen, and your specimens are the same color, bright orange. I also get them here in Allegheny Co., Pittsburgh the same time frame, late April and early May.
