I changed my mind
I changed my mind after discussion with Dr. Martin Hauser and have identified it as Myolepta.
The upper outer cross-vein meets R4+5 very close to wing tip in Myolepta but much further removed from tip in Cheilosia.

ID
Myolepta lunulata was suggested in my cross post to inaturalist: https://www.inaturalist.org/observations/9254176#activity_identification_112404051
