This looks like a Tachinid to me, but even that can be tricky. It's smallish, maybe 5 or 6mm. I saw several of these on Packera plattensis blossoms in a sand area roadside, they seemed to be lurking there quietly rather than feeding actively. To the north, a good sized black oak woodland (a savanna in the past, no doubt) and to the south a sandy old-field. I've seen several accounts mentioning Tachinids visiting P. plattensis, but no photos or any other info. The view of the face isn't so good, but the wing veination is pretty distinct in this photo so I thought it might be possible for an expert to say something about it. The other main visitors to these blossoms were Augochlora pura (many) and a couple varieties of Lasioglossum bees.
