Willow Pinecone Gall Midge (Rabdophaga strobiloides)?

Willow Pinecone Gall Midge (Rabdophaga strobiloides)?
Morgan, Orleans County, Vermont, USA
May 12, 2017
I am hoping for confirmation, if possible, that this is indeed Willow Pinecone Gall Midge (Rabdophaga strobiloides). This fly came from bagged pinecone willow galls. It was barely alive when it was unbagged on Friday. It looks identical to photos on BG at http://bugguide.net/node/view/270904/bgimage.
Thank you.
