Appears so.
I was able to distinguish this specimen from species with similar coloration that occur in Georgia from Dragonflies and Damselflies of the East by Dennis Paulson (great field guide if you don't have it already.) Those species include Spangled Skimmer, Slaty Skimmer, Bar-winged Skimmer, Yellow-sided Skimmer, and Needham's Skimmer. Female Spangled Skimmer, immature female Slaty Skimmer, and immature male Bar-winged Skimmer can be ruled out because they don't have any orange tint to their wings. Female Yellow-sided Skimmer can be ruled out because it has dark costal veins, not yellow. Finally, female Needham's Skimmer can be ruled out because it doesn't have any brown stripes that run completely across the sides of the thorax.
