I think this may be Chariessa elegans. Attracted to secretions from Pemphigini galls on cottonwood tree.

Thanks Mike! The black head appears to be the diagnostic character--just based on other BG photos.

Mike, if you get a chance, could you see if this pic is showing the tubercle that distinguishes Tetraopes mandibularis?
