Flat, pale, oval sucking insects - Bactericera cockerelli

Flat, pale, oval sucking insects - Bactericera cockerelli
Beach cities, Los Angeles, coastal region County, California, USA
May 18, 2017
Size: teeny tiny (maybe < 1mm)
I'm finding these tiny things in my garden and would love to know what is eating my plants (tomatoes mainly). My dad says they are just immature aphids, but I just don't think the body shape is right. These are pale yellowish/green light an aphid, but very oval shaped and SO flat. It almost looks like the leaf has a freckle or mark on the actual leaf, rather than an organism feeding on top of it. Seems like a nymph or immature form of whatever it is. Sometimes I see them on leaves that look like they have salt sprinkled on them (which I assume are eggs). It could be because they are still too young, but they don't appear to move around much, I think they just latch on and suck juices from the leaves?

I would love to be proven right or wrong on the aphid call :) Thank you so much for your help!
