Cerastipsocus venosus
I agree with Kenneth. It is a group of adult Cerastipsocus venosus; Family Psocidae. It is one of the most conspicuous species in the Northeast. I have often seen nymphs and at time adults clustered together in large groups on smooth tree trunks. The nymphs have yellow and brown striped abdomens.
