According to G Lasley on iNat, the thin-black-lined hollow oval on the HW is diagnostic of Petrophila kearfottalis

. Continuing study and review of all Texas images has suggested that these single loop
Petrophila
's of the Texas Hill Country are Capps' Petrophila. Kearfott's would have wider, equal-width orange bands flanking the median white line on the FW; it also has a thin black line covering a couple of the HW inner black eyespots. Kearfott's may only occur in the far Trans-Pecos of Texas, if at all. I haven't found good examples in the state yet.

Possible confusion with a form of bifascialis
The main issue here (which I'm still working on) is that Two-banded (
P. fascialis
) is reported to have a form on which the black blotch in the center of the HW is a thin white-filled black oval as on the present moth. Distinguishing this form of
bifascialis
from true
kearfottalis
is still under active investigation. Judging the relative widths of the orange AM and median bands on the FWs may provide a solution--but that's hypothetical at the moment.
