Mite galls
These look like galls of
Eriophyes cerasicrumena
, which only occur on black cherry. These look a lot like black cherry leaves--are you sure it's a pear?

Mite galls
Hi Charley, they do look like those galls, and the leaves do look like black cherry. There is a black cherry tree next to the pear tree, and it looks like they both have them. I could be wrong about the tree ID, but I'll have to keep an eye on them to be sure. I'll try to upload a picture of the fruit buds later on to help. Would it be weird to find these on a pear tree? BTW, I don't think the pears are edible. But that might just be due to the lack of care.
