I'm assuming this is a wasp, but I can't find an image online with similar coloring. Also, as far as I could tell, it doesn't have a thread-waist. It was just resting on a mayapple leaf when I took these pictures.

This might be an Elm Sawfly, Cimbex americana. (widespread)
