Probably not Tule
I would agree that the amount of blue on S3 is likely too much for a Tule Bluet. The cerci, although it is very hard to make out any real detail on them, do not seem right for Tule, either. I think Familiar or Arroyo Bluets are better fits for this bug, but I'm not sure it's identifiable beyond that. Could you post a crop of the cerci? There might be enough detail in a higher-res view of them to ID it. I'm not sure what you mean by a dorsal projection on S2. I see the black spot of S2 and what seems to be light reflecting off a wing vein just above it...

A little more detail...
Nick, I don't have very high resolution originals, 1280x1024 only - 3 shots (the one shown, and two more. I was playing around with the 3 to try to see if there was any detail to be found, and will add the result.
I post the other two shots, too.
Yes, what looked like a projection has to be the light.
BTW - I guess I may have deleted the picture with the pointers accidentally. When I pressed "add image" while on in it, the picture seems to have been replaced not added. I'm not going to repost it. I agree with your explanation.
