Not sure if this is a miner, but it looks as if there is at least some mining going on.

I just looked closely at all my photos of these mines and of the ones that we know are Liriomyza, and I'm convinced that they're all the same thing--these are just early, aborted ones (and the tiny hole I had seen was the oviposition site). The adult looks externally like L. blechi, and that's probably what it will turn out to be, but it's weird how different the mines are on Ruellia vs. on Plantago.

These do seem to be mines--
but all are empty, each ending in a tiny hole. It may be a moth larva that completes development as a leaftier/roller. Did you see any other associated feeding sign?

 
I did not see any leaf tiers
I did not see any leaf tiers or any evidence of other kinds of feeding. I did see one larger mine (photos uploaded yesterday) that seemed to end in an opening with a leaf flap over a pupa. I have no idea if the pupa is related to the mine.
