I think these are most likely C aciculata, based on the predominate cylindrical shape and universal narrow tip. C spiniformis could be a possibility based on the shape of a few of these but Gagne lists C spiniformis turning yellow to tan as it ages, while C aciculata turns brown, so I think it's safe to say those are just squat C aciculata galls.
