Is this just a very old one of whatever it is?

Probably a normal adult Damselfly
The coloration seems to me to match a photo in the Stokes' Series "Beginner's Guide to Dragonflies" (p.69) for the blue form female of the Powdered Dancer Damselfly, Argia moesta. If this ID holds up, the male shown in the Guide finally has a consort!

 
Argia apicalis
For me it look like Argia apicalis (Blue-fronted Dancer) blue form female. Such abdomenal prunosity not rare after oviopositing. There are references/images on this site.
