I noted a few of these flutttering around in our very wet yard. Looks to be a male from those plumose antennae.

This looks like subfamily Orthocladiinae based on three observations

1. Most other kinds of midges are not out during March. One two subfamilies fly during winter in the cold parts of North America.

2. The wing does not appear to have an M-Cu crossvein.

3. The first segment of the tarsus of the front leg is shorter than the tibia.
