Beetle on Weigela - Systena frontalis

My Weigela was covered with these tiny beetles for about a week, then they disappeared, leaving behind hundreds of tiny holes. I don't think they were two-toned, they looked all black. I think the sun caused the two toned look. Help with ID appreciated.
