Moved from Paper Wasps. The general colour pattern is exactly as in typical rubiginosus males, except that the antennae seem to be entirely black near the tips. That would point to fuscatus, however I believe it is indeed rubiginosus.

Polistes rubiginosus: ♂ The scutum is dark and sometimes they have those two red arcs. The males of P. carolina usually have a mostly-red scutum.
