Is this the male Mason Bee (Orchard Bee)Osmia lignaria. We have lots of them around.

the elongate flagellar segments rule out most Melanosmia

It's an Osmia
but beyond that it's anyone's guess - species IDs of male Osmia are nearly impossible, even with specimens under a microscope.
