It was alive but it barely moves its legs. It was hiding in the dirt. It has red eyes.

Red eyes leads me to believe it is a periodical.

 
Neotibicen
Although the eye coloration is suggestive of Magicicada, as the nymphs of many Neotibicen species mature and the eyes develop, they usually take on a strong red/rust coloration.

The overall shape (and indicated size) of this nymph is very "Neotibicen" in appearance and I strongly suspect this to be the case.

NOTE: This particular attribute is very common in N. lyricen.
