We would have said Cerambycid
but the antennae are so short! Maybe something near Neoclytus? or Xylotrechus?

...Xylotrechus nauticus - appears to be a rather faintly marked individual.

 
Perhaps we are talking about the same beetle
In the Field guide to California Beetles, It list the Nautical Borer (X. nauticus) also known as the Oak Cordwood Borer. I don't find any reference to an Oak Timberworm Borer(Arrhenodes minutus).
