I had been pondering that
Calameuta clavata can be eliminated by the color pattern on its side. Calameuta middlekauffi seems limited to the Pacific Coast and also seems to have a different head shape. Cephus cinctus - Wheat Stem Sawfly - which was your suggestion looks to be a good fit, but I wonder about Cephus pygmaeus - European Wheat Stem Sawfly - the status of which seems uncertain in the USA

The photo of C pygmaeus looks somewhat like my beast, but looking at photos from Europe makes me think that the BugGuide entry (http://bugguide.net/node/view/939818) may not be correctly ID'd
