I'll understand, of course, if there isn't enough here to identify this wasp (or bee), but I thought it was worth a try.

Female - Crabronid Wasp
10 flagellomeres = ♀
This might be a female Cerceris fumipennis. (eastern) The legs are striped and the females have those three white marks on the face, two on the pronotum and one on the metanotum. Also, one small yellow spot on the front of each tegula.
