I'm aware that B. americana has several subspecies across its range, how did you ID this specimen as belonging to the B. a. spinolae subspecies?

 
Yes
The other subspecies, Bembix americana comata looks nearly identical, but is restricted to the western range.
BOLD has only one bin for this species, but they don't have very many specimens right now and might eventually split this into subspecies.
