Yes, I believe this female imago to be Callibaetis fluctuans.

Distribution range
Not only is it the first BugGuide report Callibaetis fluctuans in AZ, but none on the mayfly distribution scientific papers on which I base my mayfly distribution maps mention its presence in AZ. Please see Callibaetis fluctuans.

However, in as much as it has a reported presence in states bordering AZ on both sides, its presence in AZ is not unlikely, but simply unreported as of yet.
