Not sure, I know I've seen these a lot here but don't seem to have submitted an ID. Doesn't seem like a potter wasp, but I'm no expert!

Male - Crabronid Wasp
7 abdominal segments = ♂
He does not fold his wings, at rest and the abdominal segments are not flat. (curved) This looks like a male Cerceris nigrescens. (widespread north-eastern) Check out all of his leg bands.
