Dragonfly consuming prey - Ceratagallia

Size: 30-40mm
This blue "dragonfly" captured and consumed its prey in grass in front of the lens. The prey insect was small, about 2mm. It must be difficult to identify (parts are missing, parts are covered, etc.) but it would be great if somebody could do it. Thanks.

Very cool. There are some images of what I think are the same leafhopper species on iNaturalist (here, here, here, and here), but those images are from Calif., Texas and Mexico!

Just for myself, I think it's an Exitianus species.
