Unknown insect on bee house - Euodynerus megaera - Male

This wasp(?) has been around my bee house for a few days. The tubes were plugged but now have holes so I want to know if this is something that attacks the bee larva inside, or is this something that was using the house and emerged? If you can't tell from the photo, the wings have a bluish tint. Photo taken at 11:10 am.

Curved antennae tips = ♂
7 abdominal segments = ♂
This guy looks like one of two look-alikes: Euodynerus megaera - vs. - Euodynerus schwarzi - The males of these two species are very difficult to separate.
