Thick-headed Fly
One of the Thick-headed Flies, Family Conopidae. They are pretty good wasp mimics, but actually parasitize bees and wasps.

It appears to be Physocephala burgessi, but I would prefer confirmation.

 
This is a female
...note the small but significant "bump" under the 5th sternite (the female's "theca"). It's more easily discerned in the 2nd photo of the series here.
