Small Bee or Wasp - Oxybelus

Caught this small bee on the back fence in my parents back yard. There was lots of weeks and clover in the alley, raspberries nearby and cedar, and spruce trees a few meters away too. I was certain this was a small bee though I am not 100% certain.
I captured it and placed it in the refrigerator for a few hours before getting these photos and letting it go free - it warmed up very quick and flew away before I could get many pictures of its backside.
